Back when I worked there..it was all GO-95 work codes and you was required to have a specialty license, which cable at the time fell under. The test for the license had nothing to do with cable type of construction work.. They just want your money and be able to find you in case something goes down.
Find someone that already has a license, gvie them a small % of profits/invoices
