I have saw them go from low to high, and high to low. I have also saw some that just skipped around as they pleased. Ive met very few engineers that were approachable when it came to their design, those guys I hold with high regard. This is and always will be the industry that has its great masters, and its terrible hacks. That goes for every facet of the job.
Also remember, some of the older guys that still engineer, havent done a lot of fiber. Ive met more than one man that would speak honestly about his lack of fiber engineering, but was more than competant with copper. He was there, all the same, building out fiber systems, but the difference always lies in your ability to accept issues and work them out without it being a pissing contest.
Rather than come on here and 'put them on blast', show them why another way makes sense. Most people will entertain your idea at the very least.
