The "First" anchor machine ever used in cable was when I worked for Jerrold Electronics Construction Division and we were building the cable TV system in Bucyrus Ohio 1966 w/Wally Hooks.
We purchased an auger machine, tossed out the auger, took to local welding shop and fabricated the head to fit over single eye screw anchors. The machine was such a success that it became standard pratice for all Jerrold Construction Project, then moved out into the entire industry.
Then later a worker got hurt, I'd guess when it spun him around and tossed him to the ground. The quit making the machines here in States, but you could still buy them in Canada
Today....I have no idea who sells or repairs them. As for your question...any knowledgeable welder could make you a head, be wise and use a shear pin instead of case harden bolt.
