Do a www search on the matter. State governments usually make decision to fund projects on a state-wide basis. Researching their documents you can find detailed information concerning when construction is expected to be funded, scheduled to begin and end, technology required, and even law governing contractors to be involved...Not much help I know...Also, look in newspapers for bid request by city for the construction of a new communications system. You will be able to get detailed information and be able to make yourself available to bidder for use in determining his final bid. Depending on the way bidder uses the information you give him, he/she may bound to using your services.
