Our DAVIC upstream is 16.5MHz and comes and goes as traffic gets going for SDV/VOD.  It has to be an extremely powerful signal to become a beat in the return at 16.5 or the plant is in extremely bad shape.  I would make a short antenna and look for it off-air.  If you see it work the plant issues.  If you don't see it, it's boxes.
