If your light does not change at the otn....it sounds like edge output or rf mux issues.  Are you checking all wavelenghts for optical power measurements?  It is CWDM and the measurments you are taking might not have anything to do with the RF output that has the issues.  Narrowcast could be 1270 and have issues at that wavelength but you might be measuring 1470 where no issues exist.  I don't know your config and these are just ideas to get a fresh guess of where to look.  We have used these and recently upgraded to DWDM/EDFA setups that rock.  The Aurora had its issues but far better than some of the older Harmonics setups we ran for far too long.  Keep us posted and good luck!
