The maddening thing about all the rules and requirements they have put in place when it comes to equipment is that most of it makes no sense technically, its just a bunch of "cover your ass" stuff put in place by bureaucratic people who are in positions of authority but only have an education, no experience or training in the OSP fiber construction field. Either that or something more nefarious? Why does it matter who makes a particular fusion machine or when it was made? I wouldn't care if you fused it with a bick lighter as long as that strand meets all field specifications and test requirements. Same thing with test gear, line trucks etc.etc. As long as the final product meets the customers technical requirements why do they care how it gets there as long as you are using industry excepted equipment and procedures for the task at hand. All this accomplishes is to disqualify good subs they need to get all this work done, and by extension, make life hard on themselves to try to do all this work in house. We will see where this goes.
