there could be many variables why your not seeing the downstream
I'm not familar with that meter you mention but if you have a return spectrum on it make sure the reference level is in between your noise floor and the data carriers in other words adjust it until you can see the floor on the screen and obviously between 5 and 42 mhz if thats where your return platform is,  if your good there you should see traffice on the main return output of any amp as long as there are active cx's and depending where you are in the cascade the further downstream you are the less traffic you will see....
regardles of cx's or not if the plant is 2 way you should see your return on the spectrum from your meter or an analizer
