I was PM for one of the Primes.  It was hard to get or keep any good contractors. I had plenty who did not have proper trucks or tools, lacking english speaking crew members. So it depends on what type of contractor you are. But rates are low, Managers are clueless and have say on who they give and take work from, lots of bribes and kick back shady practices. All depends on what your company is,  participating in what i mentioned or not. Your call. BUT any contractor i was used to being involved with stayed far away.
