I had this happen. In my situation it turned out to be power from a satellite set top.
I would look at the tap end of the drops in spectrum analyzer mode. If i remember correctly the interference was on the forward and I had to step through the spectrum until I found it (dsam).
The interference was causing the range and response not to complete.It was strong enough to make it through the tap isolation and affect the other customer.
