Have you tried a loopback on a few US frequencies?  What is the US modulation and how many carriers are available?  Is the other modem DOCSIS 3,2, or 1?  Try your DSP in single US/DOCSIS 2 mode so it doesn't try to channel bond.  Could the other modem be causing noise to where the other modems don't range?  Check for termination and open ports.
