Happy Bill of Rights Day! On this day in 1791, Virginia ratifies the Bill of Rights, thus making these ten amendments the law of the land.
The second half of Madison's sentence is really, really important. He wanted a bill of rights, but he did NOT want to imply that new powers are being delegated to the federal government.
Unfortunately, Madison's caveat is too often forgotten today.
