Don't know how much your arm and leg would go for but if he does CATV a set of Kline Nut Drivers, Screw Drivers, or just about any Kline or quality hand tool. Kline canvas tool buckets/feedbags are great.
If you want to go a little more a 18 to 24 volt cordless drill or cordless hammer-drill is always nice to have. Considering what a good pair of boots costs a gift certificate towards a pair of Wesco, Red Wing, or any other quality boots is also good even if it only covers part of the cost. Then there's rain gear, cold weather gear, always much appreciated by anyone who works outside all year. You said he plays golf you could get him a round or two at his favorite course or several courses.
