Tell me who are the great scientists? Are they affiliated with any government entity? If so couldn't their option be skewed toward what the people in charge of the money believe? No climate change no need for money to study it. As far as the manipulated data, it's been proves that NOAA has gone back and changed the data to show the climate is warming.
Hell just the fact that Obama is pushing climate change makes me doubt it. Remember he also said there is "No chance of Ebola coming to the United States." and continues to dance around the fact that the 2 incidents in Canada last week and this week were acts of terrorism. I'm sure he's just as much of an expert on climate change as he is on epidemiology.
