Traditionally, POTUS's have only been responsible for the spending they authourized as POTUS. Never quite heard anyone say things like. Reagan was responsible for Carters spending, or Reagan was responsible for the Chrysler bailout, which was signed by Carter but adminstered by Reagan admin.
