Check TV picture directly on output of ZeeVee with the RCAs or RF depending on ZV. What kind of zeevee is it? 170, 280, 2540?  Also, on those ZVs...the reading IN the configuration screen RARELY ever matches what comes out of them......

And what RF carriers is the original system using for the channels? If you have a conflicting RF channel....generally the ZV will tell you depending on model, but that's another issue.....

Without a meter this will be very hard...Digitals need to run 6-7dB below (personal preference on that one) analog channels....so if you have no meter, what are the analogs running at? AND what RF carriers are being used?
