Answering a question with a question, is not answering a question. It's a tactic used to avoid answering a direct question with a direct answer. Often used by people who do not know the answer or someone who knows the answer and does not want the truth to come out. Either way they are lying.
If everyone is thinking alike, someone isn't thinking.
