Anyone know the formula for this conversion?

converting a leakage measurement from one frequency, distance and reading to another.
As in the following

Frequency: 139.2375
Distance:     30 feet
Unit of measure: uV/m
Reading:       20

CONVERT to

Frequency: 121.2500
Distance:     10 feet
Unit of measure: uV/m
Reading:       68.9010

I need to put it in an Excel Spread sheet.
