Worked in Baton Rouge back in the AT&T Broadband days in the late 1990's. Back then it was mostly aerial from what I remember. The inner city did have quite a bit of alleys BUT the locals used many of them as a garbage dumps with everything from abandonded cars, pitbull cages, cut down bushes and anything else that would eliminate it as driveable or walkable. One could only hope that it has been cleaned up. There were many many dangerous MDU areas that were loaded with illeagle connections. This was bad for the cable guy since ALL the locals were convinced that the amplifiers and power supply locations (on poles) were "spy" cameras set up to catch dope dealers because it was somehow printed in the newspaper (back in those days) to cut down on the crime rate by some rocket scientist journalist.
The newer areas were MUCH better! I sure hope that things have changed since 1999!
