I'll make it simple:  They do not want you going around and telling other companies or techs what they are paying.  A lot of sub companies will not discuss pay except for in person, most of the time this means they are getting paid a higher rate than the other companies, and are paying better per job, OR, they are low balling techs and paying less.  
Happens a lot in areas where there are several sub companies competing for techs, and the prime/hsp is pushing to get tech counts up.
Never argue with idiots, they'll drag you down to their level and beat you with experience
