He actually already has. There are laws that prevent what is going on this industry.  Worker misclassifiaction laws are already on the books and are enforced when its brought to light. But as long as CATV workers continue to take pride in being treated this way, the sub-a-thon will continue.  

Obama cant go after these 'prime contractors' until the CATV workers start filing charges.
