That is where it should be!
IF there are QC problems there SHOULD have been a do over list with a completion date.
LIKEWISE, short or late checks should be presented for adjustment.
THEN the final check is presented. IF it bounces that is a seperate crime. Then equipment inventory is presented and checked. Both parties hug (optional) and march in seperate directions.
