I believe what some of you are talking about is when Comcast went all digital which was years ago for most. But even though Comcast went all digital a few years ago and encrypted most channels, they could not encrypt the local broadcast stations. FCC regs. Until a few months or so ago the FCC said the cable companys can now even encrypt these channels.
