Ouch, you want to get in the CATV business. Well good luck, there aren't any schools or classes that I know of except for Fiber splicing, most of what we do is OJT, you start at the bottom as a grunt on a line crew, pull the lasher etc, but being you have been doing phone splicing I don't think you would need to start there, Basically you need to find a splicer to teach you the ropes , reading design etc, turn on,troubleshooting and so on. Theres a world of differance between phone and cable. Now if you want to be an installer its pretty much the same. but not alot of money in it and alot of BS. Good Luck, also you'll need a good bucket truck
