Why are they overbuild existing Cable MSO


The Obama Rural Fiber Broadband funds (our tax payer funds) was established to bring fiber to rural America so "everyone" would have an opportunity to connect to  21st century communication services..... such as Internet.
However, I keep seeing these other companies/vendors building thru existing MSO cable systems where internet service is already available from the cable MSO,  as with regional Tel Co's, so why do we need to spend our tax funds to bring in another third party fiber provider.
Rural America is still waiting on these fiber systems to be built, but seems the funds are being spent to attract selected business partners.  Also, all they have to do is drop a node inside one of these systems and start  pulling customers away from the MSO.
Yea it's good for us Contractors but it's Government Wasted funds....they just hand out the bucks with no one checking on or where our funds are going and for what reason...let alone is the bucks going to build quality plant, as no one on the government side is doing any follw up,  once the grant is awarded.
Unlike getting electricity to ever home in America..no matter where you live....Fiber will never reach those off the beaten path of society.                      [  Build it and they will come is only a dream ]
