Congress does apply to both houses, but in a break down, the right/GOP(House)is getting the brunt of the negative polling. The remaining negative poll results is going towards Ted Cruz, which is now just a laughing matter.
He even paid for his own poll, so he could gather data, and his own poll, paid for by him, says the same thing, "Republicans in the house and senate are both the cause of the shutdown".
Look it up, then prove me wrong.
