If Charter does not want a particular tech in their system they do not need a reason to remove them. Legally, they do not need a reason to remove contractors, they are not entitled to the same guarantees as in house techs.
I have seen things like this in the past when I was management for MSO's, and when it happened it was due to the contract company not pleasing the client with repeats, TCOI's, etc.... In cases where I have seen this it was due to management (contract management) not properly keeping the score card where it should be, and if not corrected it has in the past resulted in contract companies being replaced.
Just what i have experienced first hand.
