-15 to +15 is a bit much unless you still runnign QPSK or QAM 16 carriers.
A realistice level set for QAM64/QAM256 carriers is -10 to +10. And for the return 35 to 54, but if you want happy customers you want to account for level change when temps change, etc.. and target more like -8 to +8 down and 35 to 50 return. Attempting to maintain levels in this range will reduce trouble calls for modems that continuously reboot due to high transmit and/or, low downstream basically. this will not stop SNR issues except a amsll management of snr levels [more signal always = more SNR], but that's another story.
I shoudl calrify this is AT THE MODEM not the node/amp on plant. Plant the 6dB below near by analog carriers [if you still have them] is correct.
