I agree, the 4000 is a good OTDR, but they are a bit bulky by todays standards.  The AFL/Noyes units are smaller and very reliable, roughly $6K +/- (new) depending on options.  Also, I have a couple of OWL OTDR's (Optical Wavelength Labs) that I use for backups.  I have had them over a year and have been very pleased with them.  No issues, very compact and actually pretty rugged.  You can get the SM & MM package for well under $4K new.  Happy shopping
