Cisco Wi-Fi setup

Installing Cisco strand mounted wi-fi's. Does anyone know what the set-up proceedure is when if you lower the pad on the recieve levels to get the transmit level down to the appropriate levels,(below 49 here), the recieve levels go in the red,(above 49).When I raise the pad for the recieve levels to be in the green zone, the transmit levels go in the red. Seems to happen close to amps.Our amps outputs are 35 on channel 3, and 45 on channel 119.We set up the wi-fi's on channel 65. Were using LHC-116's and taps that power the wi-fi through the drop spigots. Any info appreciated.
