It is your problem [soemthing is letting it in], but here's what happened with comcast a while back a cpmany mowing the lawn at teh post office across the street woudl hose them, they bought him a nicer lawn mower, which by luck did not vibrate the same and the problem went away. Maybe get him a nicer weed eater and hope for the same result. he benefits, you benefit, whala.
otherwise, get out there with a spectrum view and track his noise to where its getting in.
Probably a nearby building with an open ended cable/broken tap port or something. But either way if it goes away you won't care anymore.
