pole installers?

Recently saw an ad for hughes techs but to only install poles,cabling and ground block along with any trenching for $60.  Not to install the satellite system.  Is this the new way of not paying anything to do these jobs.  One guy has to drive there and do most of the manual labor for crap money and then another guy can driver there for the dish and modem and probably make nothing.
