This is very odd...what is your upstream bandwidth? Is the carrier beyond the upstream bandwidth upper edge?
Was this upstream carrier added recently?
Without more info, it's hard to sat what is causing this problem. It is possible the CMTS configuration file is not set properly, but if this was not added recently, and this problem just started, then I would lean towards a system problem.
It is possible to have a very narrow frequency problem affecting that frequency...remember, if this was taken at the RX output, you are looking at all the modems and legs off the node, so a single leg/modem problem can cover up all the other traffic...try disconnecting single legs off the node. If the problem doesn't go away, then the problem is between the node and CMTS.
