OSP for Comcast is severly lacking in infrastructure and design. In some parts of Ft. Myers/Cape Coral the attenuation from heat causes DS to drop 5-15db between 6am and noon, and same with return.
Driving down runs tap value and placement have no rhyme or reason sometimes as you'll find V23 taps at end of runs 3 blocks away from the LE and V17s in the middle. Balancing looks piss poor.
