Because of separation of powers the President while in office has always been exempt from most laws. Besides he has his own personal doctors. As of 2019 the Law will apply to Congress. They will have to abide by the Law and have their own insurance that meets the same minimum benefit standards that we will have to meet.
Interesting story: In the original Law the democrats (Piglosi's idea) tried to sneek in an exemption for Congress but Republican Sen. Chuck Grassley of Iowa caught it and forced them to remove it by saying exactly what you are saying. His amendment now says that all members of Congress and their staff must abide by the new Healthcare Law.
