Why are you raising copper cables...should be lowering them, down from power...no up.   40" below power, 12" below St Light, 18ft over main streets and if running some ADSS Fiber..stay 12" below Pwr Netrl Lines.  If your working for cable company...easement pays same as street rates...good luck.....stay safe.
