If copper cable...I can't believe they would be wrecking out or removal as Tel Co keep the old copper cable in place, even if not used as they keep depreciating if over years.  More value not being used as it would used.  Removal maybe if they need duct space.  This is why you still see some old lead cable in the area- not being used.
