Typical LIV, the democrat governor Kathleen Blanco refused federal help for almost a week after the storm. The federal government can't come into a state and give aid unless asked by the state goernment no matter how big the disaster.

Below is Taken Directly From The FEMA Guide Lines.

Response and Recovery
 First response to a disaster is the job of local government's emergency services with help from nearby
municipalities, the state and volunteer agencies. In a catastrophic disaster, and if the governor
requests,
federal resources can be mobilized through FEMA for search and rescue, electrical power, food, water,
shelter and other basic human needs.

If everyone is thinking alike, someone isn't thinking.
