a cop a real cop would never do that.....its possible sometimes to dial into a county or state phone system and dial out the number you are calling and your caller id would show the goverment number.....you use an access code......i know this because someone did this to me using a school system number like that......that guy couldnt get you arrested on  hear say evidence he would need to provide proof  and you would have to go to court and be found guilty.....you been swindled unless you took the money  because you sure seem to be willing to pay something back you didnt take
