Usually cops show up and make an arrest as they are not collection agencies and will not operate in that matter. Or at least they will ask you to come in and straighten out a matter and arrest you when you get there.
A cop calling to collect a debt for somebody sounds quite suspicious. Did you pay the $$ to the police, or to the person saying you owed them $$$. I would actually go to the police as this is a civil matter and calling pretending to be a LEO is a felony.
