It is completely up to the company, if they are in separate markets, then its perfectly fine, I have seen 1 sub company work for many different clients in the same metroplex, but different markets, or they have different offices, one for each client, if you are truly a contractor, then no client can hold you exclusive, you have the ability to do work for who ever you want
