Wow, I guess I did sound like a control freak. But, the company mandates the fiber blowing, and the contractor agrees to it. So in short, I enforce it, because i am not going to loose my job by turning around and walking the other way.
There is nothing wrong with winching fiber if it is done just the way you describe, but I am sure you have seen just as much dumb as I have.
