I assume most COX systems run switched digital(SDV) and you need a tuning adapter to pair with the tivo. These devices communicate to the SDV servers to request channels and unless someone in the group or node is watching the channels you will not pick it up. Also the codes/EMM's and hits need to be sent to start service. You will get local stations and a few popular channels because constant request for these would over utilize the servers. The tuning adapter also needs to establish 2 way before being connected to the tivo via usb. If a tuning adapter is not needed it is a simple account issue in the billing system. Good Luck!
