If you wish to make a complaint, according to the Telecommunications act of 1996, you will have to file it with the FCC. They regulate all pole attachments for telecom companies.  Then you might want to be prepared to explain (possibly in court) why you were working on ("getting it out of the way") a cable (telecommunication) system without authorization. Or you can move on and only worry about ice for your drinks. Like me.
