back then, regulated meant "to make regular", as opposed to the term's modern meaning of binding something by a set of laws, which is still another way of making something regular. Also, the people ARE the militia. If you read the Powers of Congress, they have the power to raise armies. Notice that they use separate terms than the second amendment. Why not say Congress had the power to raise a militia? It is because the drafters of the Constitution were referring to two separate entities: an army to be raised when needed and a militia consisting of the people to keep our nation a free one, whether the enemy of that freedom comes from our own leadership or not. The founders knew of the tyranny of the majority and wanted to prevent a populist leader from taking away that power of the people.
