In a comprehensive study  of all public multiple-shootings in the US between 1977 and 1999 showed that there is only one policy that has ever been shown to deter mass murders and that's concealed-carry laws. Concealed-carry laws were the only laws that had any beneficial effect on saving lives. The study showed that States that allowed citizens to carry concealed handguns reduced multiple shooting attacks by 60%, and reduced the death toll by nearly 80% as opposed to gun free zones. If you look up mass shootings in the US you will see that most of them occurred in gun free zones.
