One of the ridiculous things about ads like that is the "plus benefits" part. Then you find out the "benefits" are insurance that you have to pay for, a retirement plan that you have to pay for, and so forth. If anyone wonders how they get people to fill the jobs at low wages, think about the alternatives. Cable is an industry that will take in trainees. Being out and about all day in a truck is a dream job to someone whose other choice is being stuck in a fast food restaurant or Walmart store all day.
Now the fact that the cable industry thinks they can train anyone to do the work shows in the poor quality of the work. No, it is not rocket science but a good tech has to know what they are doing and why, and they have to care.
