"Some" companies are dropping hours or laying off, they are using this as an excuse, companies lay off workers all the time, and companies have been keeping some of their work force to under 28 hours a week for ever to keep from having to provide benefits, there is nothing new here.
And you are way off base with the Medicaid/Medicare comment, no one is confused on which to apply for, its pretty simple. Medicaid is for people that are under the age of 65 that fall into a set of guidelines that the government has established to received health care.
Medicare is a program for senior citizens, which is kind like an insurance plan you have been paying for your whole working life in the Medicare tax portion of your taxes, depending on your financial status, Medicare offsets, or pays in full, most medical/health care needs.
