The US does not elect President/VP by popular vote. The 50 states + DC each get a number of electoral votes, determined by population from the census. All states but 2 are winner-take-all so they give all their votes to whomever wins the popular vote in their state.
It is possible (as happended in 2000 for GW Bush) that the loser of the popular vote actually gets to be President.
