In da 'hood the whole infrastructure was constructed after the homes were built. So everything is on poles. The cabling for all services is dense and subject to weather. Parking is often an issue. Mature and unpruned trees ice the cake downtown.
Out in the 'burbs everything is underground (mostly) so crews don't have to cut through trees and abandoned cars to service utilities.
You don't see elected officials complaining. If power is out or conditions are unpleasant they just get on a plane and go to one of their other homes. Doesn't everyone have several homes?
